STAF is only a test execution framework capable of executing test commands/processes across multiple (platforms) machines.
It is open and "raw" but comes with sets of APIs (in Java, C++, Perl) for users to customise various test execution activities such as copy file, distribute files to various machines, execute test, log test results etc.
It is not a record/play testing tool, but can act as an "Batch execution" layer for the record/play tools. In general, it is good for API level testing in a distributed multi-platform enviornment.
