For website testing, which automation functional tool is the best?
If you suggest any licensed or open-source tool(s), does they have any limitations?

Asking such an open ended question is similar to asking people, "What is the best automobile for highway driving?"
Without more context, you will get lots of opinions and biased value judgements.
You might invest some time to research various tools based on your specific needs, technologies, and capabilites. Then you could ask more relevant questions.
Oh...and if you are just after a hodge-podge of answers...mine is C#. Limitation: If you don't know how to design automated tests you simply end up with a bunch of mindless robotic scriptlets.

I agreed with Joe.......as you must need to know your existing setup, investment of time/money on new tool and capability of your team........
